Dr. Millicent graduated in Medicine as well as Ophthalmology from the Medical School of the University of Pretoria in South Africa, and has a Tropical Medicine & Hygiene Diploma from the University of the Witwatersrand in Johannesburg. She was associate head of Department of Ophthalmology at The Pretoria Academic Hospitals and did numerous rural eye tours providing cataract and other surgical care in underserved regions.

She was a locum Consultant Ophthalmologist in the Queen Margaret Hospital in Dunfermline, as well as Victoria Hospital in Kirkcaldy (Scotland), before taking up the challenge in 1996 to start the new Eye Department of the Al Shatti Hospital in Muscat, Sultanate of Oman, in what was then the first Comprehensive Consultant based Private Hospital in the country.
As Senior Consultant Ophthalmologist, she introduced Refractive Surgery to the Sultanate of Oman in 1997, as well as several New Eye Surgery procedures in Private Practice. The Al Shatti Eye Department grew to be the biggest and most profitable in the whole hospital, with several Specialists on staff, and Visiting Specialists from Germany, Egypt, South Africa and Jordan, among others.
Dr. Millicent moved to Dubai in 2002 to set up the Gulf Eye Center in the Fairmont Hotel’s Office Suites.
She contributed to books on Pharmacology, Eye care in Sports Medicine, and published on Excimer Laser ablation on the back of the LASIK flap where limited tissue was available. She presented numerous scientific papers and posters at Ophthalmology meetings in South Africa, Oman, USA, Japan, and UAE. She attends and participates regularly in Ophthalmology meetings in country and abroad.
She was the first Ophthalmologist to introduce CCCL – now CXL – (Corneal Collagen Cross Linking) for Keratoconus, and NearVisionCK for Presbyopia, in the UAE. Her son’s progressive Myopia prompted awareness about Myopia Control and he is among Gulf Eye Center’s first few beneficiaries of control thanks to learning about Ortho-Keratology during 2012 – this has become an important focus for our Teenage and Adult patients alike, together with our other Keratoconus and Irregular Cornea Specialty Contact Lens Patients.
